Study On Evaluation And Countermeasures Of Heilongjiang Urbanization Process

With the trend of international economic integrating, urbanization level has become the concentrating expression of comprehensive national strength, management capability of government and international competitiveness of a country. Accelerating the development of urbanization also becomes an important means to accelerate the development of regional economy and enhance the comprehensive competitiveness of a city. So it is very necessary to study urbanization development. Urbanization of Heilongjiang Province is an important part of Chinese urbanization. Urbanization level of Heilongjiang Province is higher than many other provinces currently, but in recent years, it develops very slowly. Therefore it has very important theoretical and practical significance to analysis the problems existing in urbanization of Heilongjiang Province, evaluate the process of urbanization of Heilongjiang Province, and make strategies for urbanization development of Heilongjiang Province.This study is mainly divided into the following four sections: Firstly we will start with the concept of urbanization, and then deeply describe the nature of urbanization and discuss the related theory both at home and abroad, including the basic urbanization theory, evaluation method and evaluation index system of urbanization and so on. Secondly we will analysis the past development process and situation nowadays of the urbanization of Heilongjiang Province to find out the main existing problems. Then we will analysis the practical significance to raise the urbanization level of Heilongjiang Province. And we will comprehensively analysis and screen all facts affecting urbanization level to establish the urbanization evaluation index system. And then we will compare evaluation methods both at home and abroad to establish the factor analysis method for urbanization evaluation. Thirdly we will use the factor analysis method to evaluate the urbanization development process of Heilongjiang Province comprehensively, based on the data of Heilongjiang and other provinces. At the end, we will propose the countermeasures and suggestions to accelerate the urbanization development of Heilongjiang Province from the following aspects: Urban planning, industrial development, institutional innovation and sustainable development. This study supplies reliable support for the formulation and implementation of urbanization strategy of Heilongjiang Province, and at the same time provides theoretical supports and realistic references for the study of urbanization strategy in other regions of china as well.
