On The Conception Of Improving Circular Economy Law From The Angle Of Our Country's Enterprise

A kind of exploring realizing sustainable development strategy, is being paid more and more attention to because of its circular economy, which is principled as "decrement reuse recirculation " The circular economy' development may be divided into some levels , including enterprise,industrial campus,city and region, these levels are progressive in turn from small to big ,the former is the latter's foundation, the latter is the former's platform. Our country's circular economy is now initial stage, the circular economy cannot launch in the entire social scope. Meanwhile, our country is being in the industrialization intermediate stage, economic development is facing the condition of backward technique,the high energy consumption and high pollution. Reducing the energy consumption and beginning the original governing are main problem we are facing now. Developing circulation economy should be in a orderly way, and meanwhile grasping original governs. So we must develop firmly circulation economy enterprises. Only doing this, we can realize the sustainable development in entire social production. The development of circulation economy enterprises must be directed by concerned law, on the contrary, concerned law is now imperfect. This kind of situation definitely will bring the adverse effect to our country's circular economy.In order to understand the present situation of our country Cyclic type Enterprise, the author has carried on the related investigation about Jinan steel and iron co. ltd -first batch of circulation economical Experimental enterprise, and thus grasping amount of data in order to study. The paper begin from definition of circular economy, summing up three characteristics: The first, forming production,circulation,consumption and so on by producing cleanly and meanwhile governing from origin. The second, pursuing the maximum of using energy and recourses and the minimum of discharge of wastes, doing like this is in order to build the chronic circular development. Afterward, basing on the investigation material of circular economy enterprises, I analyze the development superiority and problem about circular economy enterprises. I realized that enterprises unite resources conservation and circumstance protection into one because of developing circular economy; Developing circular economy is beneficial to promotion of enterprises economic benefit; utilizing the advanced technique enormously promote highly effective development of production of enterprises. Meanwhile, our country' enterprises development exists much more problem. The enterprises use the way of clean production to develop circular economy and passively participate circular economy between enterprises and society; enterprises' technological innovation still depend on self technique,high sic-tech investment doing like this is not beneficial to development and use; in the course of circular economy, previously much more investment is not beneficial to develop circular economy in small and medium-sized enterprises. Sum up the above, the author analyze the reason of the above problem from the present situation of circular economy of our country; our country' circular economy law system has not established; Lacking the feasible government support system which drive circular economy enterprise to develop; enterprises' compulsory stipulations and penalty measures are deficient; the lack of measures of public participation; Finally, the author proposed the conception on circulation economical law rules and regulations from the angle of enterprises.
