Along with our country electric power industry's marketability reform thorough gradually, the region electric power market experiment site of "the factory net separates, price bidding" is advancing with steady steps, the hydroelectric power plant needs a set of effective price bidding decision support system urgently, to assist the quoted price to forecast the electricity price well, to develop the reasonable order market competition under the electric power market environment, and realizes the resources optimized disposition in the competition, for reducing the generating cost, obtaining the biggest profit.The paper takes the electric power industry organizational reform as a background, embarking from the application of demand the decision support system for price bidding of hydropower plant, and has analyzed the decision support system for price bidding of hydropower plant in electric power market operation function, synthesizing utilization systems engineering theory, the computer technology and the network information technology, the paper has discussed this system's design remand, own characteristic, the development goal and the principle of design. Unifying the domestic and foreign research situation, it has analyzed the water thermal power tendering surfer difference and the system design specification and the construction principle. Embarking from decision support system's architecture, the system has been divided into the electric power production and the management, the data acquisition and the management, the cost analysis and the management, the tendering auxiliary decision-making, the settlement and the appraisal, the risk analysis management function six sub-systems the system, and has conducted the detailed research to system's overall concept and the function structure.The system designs each sub-module according to the C/S principle, and uses Visual Basic language to carry on the system development, and takes this system's database by SQL Server and Access to move and to develop the platform. The software design uses the open style modular distributional structure uses the DCOM part programming technology and faces the object programming method. It has carried on the design to system's database and the database interface. For the guarantee system security, in the system design, it has carried on the overall design for the database security, the network security and the application system security. Carried on the preliminary design to system's related functional module contact surface, the man-machine interaction contact surface has been friendly; the cut operation was flexible, and strengthened system's usability.This article studies the development the hydroelectric power plant price bidding decision support system, the overall portal frame construction is reasonable, the development technological advance, the systems operation is safe, flexible and reliable. It has the good extendibility and may access the net for hydroelectric power plant tendering to provide the policy-making support. We must improve unceasingly in the following research causing it better and better.
