As OPEC members countries combined to take measures for example: embargo,yield reduction,force the bidding and so on as Sanctions to Western Countries in 1970s,which led two oil crisis as well as Serious global economic crisis finally. After entering the 21st century, Countries all over the world fought more and more fiercely to obtain oil supply. From Iraq war in 2003 to Recent Iran nuclear crisis, we can always find the Impact of Oil geopolitics, as the same time, the International oil price rose to above 75$ per barrel which was a history record before 2006, WTI Crude oil futures price rose to 99.29$ per barrel in November -21- 2007, which had been equivalent to the level of the second oil crisis. As of May 2008, oil spot price rose to 124.73$ per barrel, High oil prices period has come.With the development of the economy and society, oil demand of china increase fast, china domestic oil supply and demand gap increase year by year, in fact, the speed of gap growth always exceed experts the prediction and estimation of related experts and institutions., at the same time, domestic oil supply cannot achieve a breakthrough, so oil import become more and more necessary. Chinese petroleum consumption had come to 370billion ,meanwhile oil import 183billion,both created new history records in 2007,the rate of dependence on import had come to 49.5% .oil safety had been related to the safety of national politics,economy and military.China oil safety is Facing Pressures From both home and abroad.How to guarantee oil stable supply to oil market? How to adapt to rise of oil prices? How to establish Chinese oil safety strategy? These problems have become of the focus of research. Based on analysis above , this thesis put forward to establish export-oriented strategic conception of Chinese petroleum safety in hope of providing suggestions to whole Chinese oil safety strategy.At first, this thesis analyzes the situation of international petroleum security, which includes world proven petroleum reserves, world petroleum production, word petroleum consumption, international petroleum price, international petroleum political pattern and so on. Next, this thesis gives an objective analysis about the situation of petroleum security, including Chinese petroleum resources, petroleum production, petroleum demand, petroleum import path, strategic petroleum reserve, petroleum market and so on. On the basic of comprehensive analysis of petroleum security situation at home and abroad, this thesis puts forward general target, Strategic Orientation and guarantee system of extroverted strategy in china, demonstrates extroverted petroleum security strategy is the inevitable choice for guaranteeing china petroleum security and sustainable development of china petroleum industry, by studying on petroleum security strategy in several big petroleum consuming countries.Petroleum Security is a complex problem, which involves in many fields and has many starting points and views.
