Research On Internal Control Design Of Cash And Cash Equivalents For The Telecommunication Enterprise

The management of cash and cash equivalents is important and complicated, especially for the telecommunication enterprise which is huge in size and listed overseas. By researching on the internal control of cash and cash equivalents of HeNan Netcom, this thesis makes the management of cash and cash equivalents as an access to have a case study of internal control system so as to seek the ways of realizing maximum withdrawal of currency, controlled payment, efficient transfer and daily surveillance in order to improve the payment ability and cash flow. The aim of the thesis is to provide some useful references for Chinese listed companies and the telecommunication enterprises to improve internal control of cash and cash equivalents.Based on the basic principles of internal control as theoretical guidance, setting foot on the practice of internal control of cash and cash equivalents of HeNan Netcom, aiming at the key links of internal control of cash and cash equivalents, this paper tries to research and design the efficient methods and approaches for the telecommunication enterprises to establish and implement the internal control of cash and cash equivalents. This thesis consists of three parts. Firstly, it makes a brief introduction on the relevant theories and the research status of internal control. Secondly, it illustrates comprehensively the internal control theories of cash and cash equivalents, mainly about the status, aim, method and key controlling points of internal control theory of cash and cash equivalents. Finally, it discusses mainly how to design the internal control of cash and cash equivalents for communication enterprise. It makes up the basic train of thoughts of internal control of cash and cash equivalents by analyzing the shortcomings and challenges faced by the communication enterprise from the following nine aspects: such as management of cash, management of bank deposit, management of bank account, management of capital budget, management of income capital planning, management of capital distribution, management of capital payment, management of financing and auditing of cash and cash equivalents. It makes an detailed analysis on HeNan Netcom as a real example in order to give a detailed design of internal control of cash and cash equivalents for the communication enterprise. The aim is to seek the feasible and applicable internal control methods which is of the industry characteristics.
