In light of the practice of telecom operators in cost control of transmission engineering projects and on the basis of analyzing the characteristics of cost control of telecom engineering projects, this article applied relevant theories for project management, took the Phase 1-6 transmission engineering project of China Mobile Foshan for example, explored cost control methods for telecom engineering projects and established an integrated and dynamic cost estimation and control model for telecom engineering projects.This article mainly drew the following conclusions:(1) Discuss the cost architecture and estimation control method for telecom operators' transmission projects. On the basis of cost process control theory, the article emphatically studied domestic and foreign cost control principles and methods including earned value performance analysis method, cost plan control method and overall planning method, established a cost estimation and control method and made in-depth analysis on the characteristics of cost control of telecom operators' transmission projects;(2) Put forward a multivariate time cause-effect series model for dynamic contingencies of telecom cost control. This article classified the main factors that affect the cost control of a transmission project into eight categories including backbone convergence demand, base station access demand and village access demand and clarified the cost value of each category. In comparison of the previous research without classification, it can more effectively analyze total cost and estimate cost oscillation; (3) Establish a cost control framework flow based on WBS and ERP theories. On the basis of project change control system, performance measurement, value project and other theories, this article abstracted the cost control management method suitable for transmission projects from such perspectives as man-hour control, quality plan control, human resource control, risk, and performance control, laying a solid foundation for the formulation of a reasonable framework flow for cost control;(4) Formulate the operation flow for cost control of telecom operators' transmission projects. This article took the transmission project of China Mobile Foshan for example, applied voluminous data about the Phase 1-6 transmission project of China Mobile Foshan in the multivariate time cause-effect series model, formulated an operation flow for cost control and optimized relevant operation flow for cost control. In the end, the article used examples to prove the effectiveness of this operation flow.
