Research On Strategy For Improving The Tax Administrator System In Nantong Local Taxation Bureau

In recent years, the government issues a new idea which requires scientific and detailed management of tax collection. At the same time, many new requirements have been put on those tax revenue managers working on the basic level of national revenue system. As a response to the national government, each bureau embarks on the establishment and improvement of tax revenues manager system in order to solve the existing problems in the process of tax collection, for example a phenomenon described as 'neglect of management, lack of duty'. However, with the rapid progress of economy, there are more and more taxpayers appear. In addition, the economic styles have become diversiform and interregional trades occur more frequently than before. All these above have put a heavy burden on the tax revenue manager. So the tax revenue managers are requested to have a higher professional qualification. It is vital for every basic tax sectors to improve the current tax revenue manager system in order to arouse the enthusiasm as well as propel the efficiency of tax revenue manager in enhancing tax resource manager and optimizing tax collection service.Basing on the author's own personal professional experience in the basic sector of Nantong Local Taxation Bureau, I analyze the existing problems in the current tax collection system with the aids of theories of Economics and Management Science. Combining with the current measures of Nantong cantonal tax revenue manager system, I present four methods to solve the existing problems, that is, Reforming the Taxation Management Ideas; Optimizing the configuration on human resource of tax revenue manager; Introducing Performance management; Emphasizing the data mining of tax collection.This thesis possesses practical value to some degree. It may provide some help for basic tax sectors to set up their efficient tax revenue manager system. Further, it may be used as a reference for the improvement of the whole national tax collection system.
