Study On Index System Of The Ethnic Minority Peasant's Quality

The No. 1 Document of Central authority in 2006 clearly pointed out that"improving the quality of peasants, and cultivating of new type of peasants with culture, technology and management knowledge, is an urgent request for the construction of socialism new rural areas."Peasants are the main body of the construction of socialism new rural areas. However, Chinese peasants'low quality, in large measure, has hampered the process of agricultural modernization and the pace of income growth for farmers. Generally speaking, the ethnic minority areas are related with the concepts of"geographical remoteness","economic backwardness","social underdevelopment","low quality of the population".Therefore, constructing of socialism new rural areas in the ethnic minority areas and improving the quality of this group are particularly necessary. We must establish a scientific and rational evaluation index system to analyze the developing level of the minority peasants.This study is based on the economic and social development in the ethnic minority areas of Guangxi. To establish the index system and evaluate the results, this paper selected 12 individual indicators, and used the methods of factor analysis of multivariate statistical analysis. Research founds that the overall level of quality of ethnic minority peasants in Guangxi is not high, and four aspects of the quality development is not balanced, education is an important factor to the development of the quality. Quality of the ethnic minority peasants show the regional, gender and age structural differences and the uneven characteristics. In addition, there are great differences during the internal minorities. The study also tested this evaluation results with the angle of the qualitative and quantitative analysis, and further clarified that the index system is reasonable and scientific. It includes the background of choose the topic and its significance, the content and structure, the ideas and methods, and the difficulty and innovation about this subject.The second part is the overview about the quality of the Index System on quality of the peasants. We introduced the concept and content of new type of peasants, and the western and Chinese scholar of the Index System on quality of the peasants.The third part is about the establishing of index system on the quality of ethnic minority peasants. Firstly, we made the concept of the new type of peasants clear. Secondly, we clear the new basic characteristics and specific requirements about the new type of peasants, and establish an index system for theoretical preparations; Finally, based on the basic principle of index system, we used the methods of Factor Analysis to establish the index system on quality of the peasants.The fourth part is the evaluation on the development level of quality of the ethnic minority peasants in Guangxi, including comparative the differences quality of peasants during the different regions, nationalities, genders and age groups. We also tested this evaluation in the angle of the qualitative and quantitative analysis.The fifth part is a conclusion. We stated the application for the index system, and the innovation and defects for the subject.
