Scientific organizations are established to meet the need of communications among scientific workers. Public services are provided based on volunteering to meet the public interests. In this way this can be very efficient and helpful when government service is out of reach. These organizations can also play very important roles in social prosperity and stability. That's why in modern society these non-profitable organizations are indispensable. Unfortunately in our country the development of such organizations encounters lots of problems and difficulties, among which the dual management mechanism and their leader departments are the most serious ones. These problems now hinder the developing pace of them in China. Therefore, to speed up the normal and healthy development of such organizations, sound law systems and harmonious administration are the first steps.The scientific organizations in Wuxi city are used as examples in the paper. Based on the theories of common and non-profitable management, the paper tries to explain the following: shortcomings in the management, lack of basic laws, inefficiencies of inner management, the weakness of social supervising, the scarceness of human resource, the lack of self-disciplining mechanism and so on. Based on these factors, the paper then provides some measures to solve such problems as mentioned above. For example, speeding up the establishment of sound system of laws and policies, the creation of fair and competing law environment, the creation of scientific administration system with the provisions of service, administration and law execution equally emphasized, the acceleration of development of the democratic and self-disciplining system promoting the lawful establishment of scientific organizations, the construction of multiple-channel fund resources for healthy development of such organizations, the construction of robust human resource teams for the stable development of scientific organizations. These innovative ideas and ways are given in the paper to improve the current situation. They may be useful both theoretically and practically.
