Since the 1980s , especially In recent years, along with the swift revolution of information and internet, the economic-globalization is developing in a fast speed. Economic-globalization caused international producing elements optimizing, industrial transforming and restructuring, enterprises internationalizing, and transnational corporations becoming more powerful and transforming into a global enterprises. In the 30 years, China's opening-up policy is a combination of "inviting in" and "going global". As one of the two important sides of our basic state policy of opening-up, "going global" has been identified as a major national strategy by the Chinese government. While boosting inward investment, the Chinese government also encourages competent Chinese enterprises to invest overseas and actively explore foreign trade and economic cooperation. Encouraged by the government, enterprises of Jinan have made great strides in implementing the strategy of "going global" in recent years. By the end of 2007, nearly 221 enterprises invested by Jinan enterprises had been set up in some 50 countries and regions with direct Chinese investment over 240 million USD. The completed accumulative sales volume of international project contracting had amounted to US$250 million, and the signed contract value had reached US$430 million. 45,995 of labors had been dispatched outbound. The areas of foreign trade and economic cooperation have expanded to cover power engineering, manufacturing, agricultural cooperation, resource development, project contracting, R&D and others. Meanwhile, the forms of foreign trade and economic cooperation have also diversified from the simple business establishment to cross-border mergers and acquisitions, equity swap, overseas listing, R&D centers and industrial parks. But in the new period, enterprises of Jinan also have great challenges to do foreign trade and economic cooperation. Most of them lack market, money, manpower, and management. Some of them is confronted with kinds of risks, such as coup, riot, strikes, etc. So there is a long way to go for Jinan to carry out the strategy of "going global". This paper is composed of five parts. The first part is a preface. It introduces the aim of writing, some foreign direct investment (FDI) theory, some definition of concept in the text, and the study method and frame. The second part analyze the background of "Going Global" strategy based on some theory, including the development and trend of the economic-globalization and the development and achievement of China's "Going Global" Strategy. The third part gives an outline of the status achieved by enterprises of Jinan outbound. The emphasis of this part is on the analysis of distinguished features and weakness of enterprises of Jinan outbound. The fourth part points out the opportunities and challenges which will be confronted by some enterprises outbound. In the last part, it gives several options for Jinan's enterprises going global, and suggestions for accelerating the implement of "Going Global" Strategy from the view of Jinan government.Up till now, no person makes a comprehensive and systematic study on the Strategy of "Going Global" in Jinan. The author is trying to do so. Maybe it is the most value of this paper.
