The Discussion About The Reform Of The Non-Profit Institution

With the continuing development and improvement of the market economy and social undertakings, the obsolescent system of non-profit institution cannot meet the demand of public welfare and service development and the reform is imperative. So, it is important to research the reform pattern of non-profit institution to meet the needs of market economy and improve efficiency of the organization.This paper, based on the public goods theory, using the quantity of public goods as standard and marketability and publicity as dimension to set up model of classification, try to describe the scientific feature of non-profit institution by establishing evaluation system. By drawing lessons from the reality and basic experience of Weifang non-profit institution reform, there are two issues about the non-profit institution should be considered, first is to definite and clear the relationship with the government, second is restructure the internal management system. By drawing lessons from the administration structure and operation mechanism of non-profit institution in Japan and the States, try to establish the new corporate governance that conforms to actual conditions and try to establish and improve internal management system and operation mechanism to solve the problems.This paper also gives some measures to three difficult issues as supporting measures, the export of the unemployed people and the reform cost.
