Whether dose the government reasonably posit in the rural information construction, whether does the government effectively function in the rural information construction mechanism, are the key to promote the countryside information level the key.Normative analysis, comparative analysis and case study ware adapted in this paper. Based on the normative analysis, comparative analysis of the present situation of rural information construction, the function of government of rural information construction abroad , the role of our government in impelling the rural information, the mechanism of our government to impel the rural information, case study was used to research the present situation of rural information construction of Lijin County of Dongying city, the function of its government on the information construction and the measures to perfect the construct of rural information.This study has been primarily the following conclusions:First, the role of the government on the rural information construction. Simultaneously, the township(town) as the basic unit official organization should take responsibility of the policy explanation, plan design, organization implementation, fund concrete use and supervising.Second, the function of government to impel the rural information .This paper further discusses the function of government to impel the rural information. Specifically, we divide the government to the rural information infrastructure construction function mechanism into three levels: drive of government invests, drive of the government introduces competition and drive of the government increases the society to invest.Third, the function of government on the rural information service construction mechanism. We divide the government to the rural information service construction function mechanism into four levels: drive of the government laws and regulations construction, drive of the government information support, drive of the government technical support and drive of the government talented people support. And separately carries on the analysis elaboration, this has built the rationale for the government good function display.Fourth, the measures to perfect the construct of rural information.
