With the quick development of public administration reformation, performance evaluation has been deeply investigated and applied as a useful management tool in public administration. To improve the government performance is the goal for worldwide governments and direction for new public administration. As the government pay more attention on cost and public pay more attention on monitoring government, it is very necessary to set up a public administration system oriented by performance. Performance evaluation as a key point for public administration improvement is developing very fast. In many performance appraisal methods, the balanced scorecard has make people more attention on as a strategic management tool. In developed countries, Balanced Scorecard has been successfully used in companies and non-profit organizations. And it also widely applied companied in our country. Currently our government has some shortcomings in performance evaluation, it is very essential to study and improve government department performance evaluation. The thesis introduces current government performance evaluation status and points out the application of government evaluation dilemma. It reviews the theories for performance appraisal and expatiates the characteristics of balanced scorecard theory and its application in public department. The thesis takes the Tianjin Food and Drug Administration for example, analyzes the government department performance evaluation method status and problems and introduces the Balanced Scorecard idea. It identifies the organization's mission, value, vision and strategic objective, breaks down the strategic objective to detail, operable goals and targets from customer, business function, study and development, and working process aspects. It breaks down the strategic objective to personal performance goal by hierarchical implementation, and finally set up the Balanced Scorecard for Tianjin Food and Drug Administration. The thesis is the research and innovation for government performance evaluation methods, the expansion for Balanced Scorecard theory, and the reference for performance evaluation improvement.
