Research On Application About Method Of Environmental Value For Accounting Of Marine Ecosystem

The marine economy is one of the material bases for supporting social and economic development in coastal areas. The sustainable utilization of marine resources is a premise in realizing the sustainable development of society and economy. However, when utilizing the marine resources, people consider theresource is invaluable. Because of the disorder and excessive exploitation and utilization, the marine ecosystem has been damaged. The study on the value appraisal of environment is a hot spot at present ,and lots of theories and methods are under exploration. especially which of marine ecosystem has not been studied ulteriorly.In this research, a detailed description of basic theory and evaluation method following the article's main topic of accounting of environmental value for marine ecosystem is presented. This topic is established on the theories of integration of economics and environmental science. It adopts multiple theories andmeans with integrated theory and practice, and bases on systemic review over interrelated domestic and abroad investigations. According to different service function, a classification system is built up. Accounting of environmental value for marine ecosystem is classified as three types in the classification system, which includes the value of resources, the ecological value of ecological system and the value of containing contaminant. the concept of accounting of environmental value for marine ecosystem is explained and the contents are fixed. According to accounting contents, a guide line system is designed maintaining five kinds of values that includes the three types of values mentioned above, the loss of environmental pollution, and the loss of ecosystem destruction, technique used to fix a price and classification accounts methods for resource, and the thesis is studied by taking the accounting of environmental value for marine ecosystem in Qingdao as an example.In practice, a series of value accounts are carried out on marine ecosystem in Qingdao including the value of resources, the ecological value of ecosystem, the value of containing contaminant, the value of environmental capacity, the loss of environmental pollution, the loss of ecosystem destruction,environmental value, and environmental degradation value. The results demonstrate that the value of marine environment in Qingdao is 44.80717 billion RMB for the year of 2005. the value of resources is 14.116 billion RMB, the marine ecosystem service function value is 30.555 billion RMB, and the value of containing contaminant is 0.13617 billion RMB. The sum of economic value accounts for 16.6% of gross domestic product (GDP) in 2005, services provided by environment are less than its purifying capability with COD, and which satisfies the request of environment. But services provided by environment are in excesses of its purifying capability with TN by 208.77%.all that can explain that the marine environment is fine besides TN, and the environment function is damnified. The total loss caused by water pollution of fish culture, industry, ocean marine transportation , and seashore tour is 0.8233 billion RMB. The economic loss as a result of ecosystem degradation caused by environment pollution is 4.633 million. The sum of environmental degradation value accounts for 0.307% of GDP in 2005.Research indicates that marine environmental assets contributing greatly to economic growth is a huge wealth for Qingdao, but it also suffers lots of sacrifice simultaneously. In our opinion, the development of human should follow the basic principles of sustainable development and the development should keep in pace with long-term maintenance of capital stock. Before a decision on natural capital usage is made,"preventable principle"should be adopted to keep the availability of environment resources in a long run.It can be concluded from the research on the environmental value appraisal system of marine ecosystem and result of case study, a systematic understanding of marine ecosystem service function and value plays significant role in laying down marine policy, reasonably developing and using ocean resources and realizing the sustainable development of ocean resources.
