The situation of lack of water resources is becoming more serious, so the foundation of national economic system with saving-water is very important to development. The Input-output theory was used to study the quantitative relationship of water resources and national economic in Heilongjiang province, then to research the foundation of national economic system with saving-water from the view of input-output.The input-output table of water resources in Heilongjiang province was formed, based on the water resources input analysis theory, the water consumption characters of each economic departments were analyzed. The development plan of each national economic department should be formed on the basis of their own water consumption charter and local water resources situation.The main study results in the paper are listed:(1) The theory of input-output analysis of water resources was introduced. The relationship between analysis coefficient of water resources input-output and basic parameters of input-output. Then, the entire water use coefficient was put forward to characterize the entire water requirement for the whole national economic departments with a unit final product gain in a certain department, which benefit to exert the water resources input-output indicator canonically least conception was confused.(2) Questions about Industry water consumption characters were discussed, and that benefit to recognize the essence and characters of Industrial water use.(3) Types of national economic departments were summarized in the follow: high produce high water use, high produce low water use, high produce latent high water use, low produce high water use, etc. So the development of high water use should be limited, the development of low water use high produce should be encouraged.(4) BP ANN, SA and GA algorithms were introduced, then the RAGASABP model was built.(5) The Back Propagation (BP) ANN, Genetic Algorithm (GA) and Simulation Annealing (SA) were used to forecast entire water use volume, domestic use volume and product water use volume in the future years in Heilongjiang province. Then, linear programming of macro-economic input-output model was built to predict outputs of departments under the condition of maximum social production, which provide gist for adjust trend of industrial structure.It is supplied a gap of research on water resources input-output in Heilongjiang province. The study result provide gist for research on industrial water use character of Hleilongjiang province, which offer connectional basis and data sustain to build saving-water society. It is also a good makeup for the quantitative examination of relationship between national economic and water resources.
