Each company has its own corporate culture, and an outstanding corporate culture can become a very important parts of a company's core competence. In the business management practice, corporate culture should be adjusted or improved along with the company's strategy changing. In this paper, the corporate culture appraisal and improvement strategy design for a local subsidiary of China Netcom is studied.The paper has five parts. The research background , research contents, research way and theoretical foundation of the paper have been introduced by the first at the first part, besides, commonly quantitative analysis instrument of corporate culture test are explained and appraised at the first part. The second part is simply summarized the corporate culture current situation of J company, on this basis, corporate culture test and appraisal has been carried out through the Ginseng competitive corporate culture test and appraisal model and Quinn competitive cultural model, the corporate cultural construction current situation and the necessity and major fields of the corporate culture innovation are elaborated. The relation of institutional improvement and corporate culture are expounded at the third part, on this basis, it is carried on the system layer design to the corporate culture system level from the control system aspect, the action layer improvement design of corporate culture have been carried out from four aspects such as theory promotion, movable organization, environment construction and consolidation innovation, and the orientation of the learning-type organization built and corporate's flow are made clear. The fifth part, as the summarization and expectation of the corporate culture change and construction , the operability suggestion for the corporate cultural construction is proposed.
