Research On Appraisal System Of The Foreign Investment Project In The Economic Techenological Development Zone

The foreign investment project in the Eco-Tech development zone,as the object,is studied in this paper.The theory and method of appraisal is analyzed,Through the analyzing of the theories and methods of the project evaluation,the reseach of the evaluation theory and method of the foreign investment project is on the foreland of this field.The analysis is given to the characteristics of the development zone's economic environment,characteristics of the foreign investment project and principles of the foreign investment project's appraisal.The traditional evaluation theories and methods can not give us a precise evaluation on the foreign investment project with the specification of high risks and high benefits.The thesis tries to find a suit of method to fit the evaluation of the foreign investment project.The analysise are given to the characteristics of the development zone's economic environment,characteristics of the foreign investment project and the principles of the foreign investment project's praisal.The foreign investment project has wide range of subjects in appraisal besides direct effects and pecuniary externality,so a special emphasis on non-pecuniary extertal effects is put,subsidiary indexes measuring nopecuniary extertal effects are no less important than ENPV in decision-making.According to the particulity of the foreign investment project in the development zone,in order to guide practical project appraisal,the following objects are analysed:ENPV,IRR, subsidiary indexes,shadow pricing of specific input goods,cost and benefit's content of exclusive foreign investment projects and Chinese-foreign joint ventures,and one case was provided in the thesis to study the feasibility of the provided methods.To sum up,the work of foreign investment projects evaluation can be fulfilled by using the theories and methods provided by this thesis.These theories and methods also have some reference value.The paper is ended with some proposals about the foreign investment project in the development zone.
