With the rapid development of container transportation in recent years, container terminals have to uplift themselves to meet more hard challenges. It is indispensable for ports to enhance their operation efficiency with reasonable planning. So it is very significant to make researches on port container logistics system.According to the features of port container logistics system, the thesis research on the procedure of handling for the freight. The qualitative and quantitative method is adopted and the engineering mathematic theory is applied to analyze producing efficiency. In the thesis, the harbor capability is analyzed based on the match of every step's efficiency, referring to the huge equipment resource such as the shore container crane,gantry crane. All of the research could support the decision for the harbor crane distribution.Firstly, the function, distribution, operation resource and process are surveyed deeply, then the principle for the loading and unloading craft selection is described at the qualitative angle. Secondly, the queuing theory is selected and the marginal queuing time is proposed for the container terminals decision. Thirdly, the producing efficiency of the loading and unloading operation in every step is the breakthrough in the article. The container throughput in a year is the objective, The time of staying in the harbor and the using rate of the berth are the constraints. Then the model is found. In the end, it verifies the science and possibility of the model by combining the first and second implement of extension engineering of Hanyang container terminals.Focusing on the allocation , this paper mainly includes the following content.(1) According to the basic principle on dynamic programming, it adopts queuing theory model, beginning from the state transfer probability of the system, and computs steady state function index such as average staying time and so on, with the controlling of the higher utilization and less of time that is used when ships stop in harbor, configures the mount of shore container crane that can provide certain production amount. (2) By studying on the event of the turning-box and the whole crane moving, they match the characteristics of classical probability model. Therefore, both the operation time could be analyzed quantitatively, and the simulation data is given toprove that such the method is practical to some degree.(3) The container truck with comparative low price is treated as the capable buffer for the storage, the distribution of the gantry crane is according to the capability of the shore container crane and gate house.
