With the development of the knowledge-based economy, the high-tech enterprises are developing greatly. The paper studies the literature about human capital theory, enterprises performance theory and high-tech enterprises theory. The core of the paper is analyzing the relation between the high-tech enterprise human capital and performance. First of all, the paper analyzes the main elements of human capital. The result is that the human capital of high-tech enterprises includes knowledge, skills, abilities, experience and attitude. Secondly, the paper identifies the mainly strategic choices that affect the performance of high-tech enterprises. The mainly strategies are low-cost strategy and differentiation strategy. The paper analyzes how the constituent elements of the human capital affect low-cost and differences, and establishes a mechanism map and make relevant assumptions. Finally, the paper uses AMOS to verify the various relationships. The results show that the human capital includs knowledge and experience, skills and abilities, attitudes; the knowledge and experience can reduce the costs and improve the differentiation; the skills and abilities can reduce the costs and create the differentiation; good attitude can save the cost and promote the differentiation; cost increasing can reduce financial performance and improve the growth performan; high degree of difference improve financial performance and increase growth performance.
