As the gradual improvement of China's housing security system, the government, society and enterprises are beginning to pay attention to the housing problem of low-income urban families. At present, China's housing system includes the low-cost housing, affordable housing, the housing prices and commercial housing in four gradients. In this paper, doing some research on the low-income families living in low-cost housing, as an example to Xi'an, it studies the low-income families living needs, by taking the methods of combining the literature study, research, comparative study and through the analysis of the characteristics of low-income families in Xi'an. On this basis, to residential areas of planning, building design is based on the theory of low-cost housing for the planning ,design principles of a preliminary analysis and discussion, and gradually summed up some of these characteristics and laws.The main conclusions of this paper, including low-income urban families and the demand for living space design two, the study process to foreign and urban aboriginal families were classified study. Through investigation and analysis, the living demand of the low-income urban households are still in need of physical demand level. In the design of living space, with demand for research, analysis of different types of family structure of the living area to identify and better organization of space.China's low-income urban family residential research has just started, at an early stage. Low-income urban family residential design should think of the various needs of different families , according the facts as the basis for the design, the protection of low-income families can really benefit from the housing system, and can also achieve the limited social resources to achieve optimal configuration.
