Study On The Effectiveness Of SLCP On The Incomes Of Rural Householders

Sloping Lands Conversion Programme (SLCP) ---"Grain for Green"is the national sustainable development strategy and the implementation of a highly important decision-making, with a very long-term significance of the ecological and economic significance. In Mizhi County, Shaanxi Province we have investigated 463 villagers on their income and the relationship between those who returned lands to forest and their income at the current stage, in order to measure the contribution of SLCP to the growth of the householders'income.The paper is divided into five chapters. The chapter I– Introduction, it talks about the implementation of SLCP's background, research developments; Chapter II– The characteristics analyses on rural householders of Mizhi County. It includes the farmers'basic information based on the survey data, the basic situation of farmers, farmers'income structure, as well as the descriptive analysis about the incomes of farmers after SLCP. Chapter III is the quantitative analysis model, which analyzes the householders'incomes change during these 6 years of SLCP with DID model; Chapter IV is the conclusions and policy recommendations. It measured SLCP's affection on the income of householders by empirical analysis. It concludes that: Based on the analysis, SLCP is derectly helpful to the growth of net incomes of householders The subsidies of SLCP contributed to the reversed househouders' net income growth by a rate of 25 percent.Both of the reversed househoulders and no-reversed ones, their incomes was increased,The rate of growth of the income of Reversed households (62.5%) is three times than the non-reversed households (20.1%).On the other hand, non-reversed households mainly worked outside or were businessmen, non-reversed household income is high than the reversed households, but the SLCP subsidies release the income gap between the riversed households and the no-reversed reversed . On addition, the participation is positive to the enhancing of the householders'animal husbandry incomes and the increasing of their incomes of their migrant works, indirectly increased the income of farmers. SLCP is is positive to the Farmers the net income effect.This paper also found that farmers would be lack of enthusiasm to convert the lands to forest on the end of the eighth years of SLCP subsides,if the subsides were not privided continued later, The possibility of rehabilitation is still very great. Therefore, at the eighth subsidy deadline, SLCP also needs to extend the granted period. So, in the part of policy recommendations, this dissertation raised some supporting policies and measures on SLCP to establish and improve its outcomes: protecting the rights and interests of farmers effectively after they reversed land to forest, adjusting the industrial structure and, developing strongly follow-up industry and, establishing a long-term income incentive mechanism for householders, extending opportunities of employment for farmers, establishing a special safeguard mechanism for SLCP fund management; strengthening and improving the safeguard mechanism of SLCP by laws, and establishing propaganda and education mechanism needed.
