The Three-North Shelterbelt project is one of the six major projects, and it ranked first in six major projects by its early starting, long building period and long international influence. It has been the hot point of the world after 30 year's building, and especially the development of the near several years. So it has very important theoretical and practical significance of studying and solving the new situation and new problem to advance with the times to promote the Three-North Shelterbelt Project construction and even finish the construction task in the new forest period.The current situation of Three-North Shelterbelt System Project construction in Shaanxi Province was analysed first based on the full investigation and based on the theoretical foundation of Forestry, ecology and economics. This was followed by the summarized of problems exist in the construction of the project. Finally, raised the measurements to solve the problem. The main conclusions of the study are as followed:(1)The quality of Three-North Shelterbelt System Project Construction was gradually improved. The survival and preservation rate of afforestation increased significantly, forest area increased continuously, the local ecological environment improved significantly, economic grown rapidly, the quality of people's life improved gradually, income also increased.(2)That the ten main problems in construction are: inadequate input of funds for construction; national Rural policy changes, so that interfering the pre-trip mechanism; project management is not standardized, responsibilities of each department is not implemented in place; subjected the impacts of natural conditions and the level of socio-economic, the construction costs rising; engineering-related policies are not implemented in place, woodland and forest ownership is not clear; technology content of afforestation is not high; the detached of afforestation from tending and latter management, attach importance to afforestation and underestimate management, Serious deforestation; Project management mechanism has serious defects; management of construction files is nonstandard; backward of project management technology and other issues.(3)The main measures proposed of the future development of the Three-North Shelterbelt System project in Shaanxi province are: Strengthen Propaganda efforts, Improve the community's understanding on the importance of the Three-North project; From the point of the national budget and treasury bonds views, increasing capital input in construction projects; strengthening forest ecological efficiency compensation mechanism; strengthening fund management of the Three North project; deepening the reform of forestry authority system; promoting the development of private forest; trying to ensure the project construction quality, promoting the implementation of engineering supervision system; implementing strategy of the revitalization of forestry by science and technology; standardizing the file and information management; coordination the relations with Three North engineering and other ecological projects; strengthening cooperation and exchanges; creating a quality and efficient boutique shelterbelt project, driving the construction of the three-north project.
