Study On The Cultivated Land Protection During The Urbanization Process In Luoyang

Urbanization is inevitable trend and demand for the economic development and social progress. Urbanization can bring about great changes of economic relationships, through exploiting lands on a large scale, we enhance arrangement of the industrial area, and the regional economic has also been enhanced. However, during the urban development progress, due to the increasing population, urban exploited activities of various types inevitable use a lot of resources as arable land protection, so that the contradictions between people and land become acute. Luoyang City of Henan Province as an important region, urban land use and expansion increasingly occupied more arable land, which caused a profound impact on the socio-economic development, food security and ecological environment. Therefore, how to find a viable solution to release conflict between urban development and farmland protection is an urgent need of the academic and government decision-making.On the basis of the domestic and foreign research results, this paper, according to current urbanization level and situation of land use in Luoyang.This paper takes the data and relevant materials of the period from 1996 to 2006 as foundation, under the guidance of city economics, land policy science, urbanization theory and sustainable development, takes many kinds of qualitative and quantitative approaches as methods. This paper mainly carries on research into the review and future, the course of farmland change, and current situation in Luoyang, studied the correlation between urbanization and change of farmland surface area;And then it, on the basis of different impact which urbanization brought about on farmland and lost land farmer, took some corresponding measures for efficiently improving the harmonious development of urbanization level and farmland utilization.We can draw the following conclusions:(1)Urbanization and cultivated land protection lie in the relation which combines unity with opposites. Urbanization both has positive and negative effect on the land protection. protecting arable land can not limit reasonable expansion of city. Under the guidance of science planning, both making use of land resources rationally and improving land intension degree with great efforts, promote harmonious development between city development and land protection and win profits each other.(2)With the return model, analyzing the relation between Luoyang urbanization and cultivated land change, discovers that in a certain period, urbanization not only is the main reason that cultivated land cuts down, but also has great effect on cultivated land quantity and quality, ecological balance, rights and interests of the farmers who lost land.(3)In order to improve between city development and land protection harmonious development, it adopts many measures which includes innovative mechanism of governmental management and technology, the mechanism which strengthens the public participating consciousness, and so on.
