Local financial revenue is the main financial resource to meet the public's growing demand for public goods and to provide the public with the needs of the public in line with the responsibilities of the product. Now there are some arguments about the concept and theory between state revenue's route and scale.Financial scale makes a big difference to the development of economy. Especially in the country's socialist market economy conditions, whether it's scale is too large or too small affects local socio-economic development of its own. Therefore, moderate financial income scale is the objective requirements of economic development and an important guarantee for the healthy development of economy. But in reality, there is misunderstanding of local government revenue and smaller scale of local government revenue. There is a better financial revenue of one-sided understanding in local governments at all levels and the financial sector, as wellThis paper seeks to explore China's financial revenue appropriate scale from the economic and financial relationship between local governments on the basis of many scholars at home and abroad and as Wenzhou an example, to judge whether the local government revenue is in the appropriate scale interval. This paper presents a reasonable separation of powers and the right to an effective financial system to norm at all levels of government and all government departments relationship between the financial distribution. Only in this way, can we build the financial sector taking the financial revenue and expenditure pattern of the distribution ,enhance the capacity of local government services and make the real size of the revenue performance for a moderate scale so as to promote economic and financial steady and coordinated growth.
