| Science and technology (S&T) are being more and more emphasized with the widely spreading of Knowledge Economy and Globalization. Increasing investment of science and technology has already become an important national strategy.Scientific and Technological Investment refers to the total expenses and person number which is put into research, including the total expenses which is put into the study and development in natural science and technology field, society and humane. Scientific and technological investment is the necessary requirement for scientific and technological advancement, and it is the basic guaranty for carrying out the strategy of strengthening the country by science. So performance evaluation of the S&T investment is certain to be carried out in modern economic society.This paper studied details of the performance evaluation of the S&T investment including social function , objective, intention and the basic requirement for it. The deep meaning of the performance evaluation was present. This paper also discusses the different surface features and the index of the three kinds of S&T projects. An integrity system of the evaluation was built up ,including the basic theory, index, methods and the procedure. The paper aims to intensify scientific research of S&T evaluation system and as soon as possible resolve governments function in S&T funding, at the same time set up and perfect item administrant and super-wising pattern.The frame of this thesis from logic can is divided into three parts, total seven chapers. At chapter 1 and chapter 2, illuminate basic theories of scientific and technological input and performance evaluation. Chapter 3,4 gives the whole system of performance evaluation.
