| In power market, one of nuclear matters is how to assure sufficient capacity to maintain electric power supply, whereas generator capacity withholding will tension electric power supply, force up electricity price, etc, and endanger power market stability. Based on this status, this paper firstly discusses the prime cause and the condition of generator capacity withholding under MCP, puts forward a new index to weigh the degree of withholding, and explores some controlling measures accordingly. Then it makes power cost and customer demand associated with power quality level, analyses the power dealing quantity, then discusses the incitation to generator capacity withholding considering trend for the utility to provide power with multi-quality and to price power according to quality. Finally it establishes dynamic model and discusses market equilibrium. A case study is given to verify the proposed model efficiency. |
