Environmental Kuznets Curve In China Is Not Applicable

This paper is divided into three parts. The first part: The mother version of EKC, named"Kuznets Inverted U-shaped Curve Hypothesis"is of pseudo-scientific nature. The second part: EKC is derivative of the mother version"Kuznets Inverted U-Shaped Curve Hypothesis". It is self-evident of pseudo-science nature. The third part: Environmental Kuznets Curve in china is not applicable; Some proposals on establishing relations between China's economy and environment with the people's livelihood.The first part consists three major issues. 1: The first version and the background introduction of Kuznets"Inverted U-Shape Curve"Theory. Based on the concept of Economic Growth, Income Distribution, Economic Cycles, Economic Crisis, measurement standards or theoretical model of of inequality degree in Income Distribution system, this paper elaborats: (1) From the specific sense, Income distribution and its gap is the rulers'decision of materials division form in the process of economic development according to the objective needs. (2) Private ownership of productive materials and movement is the root cause of inequality in income distribution system in the bourgeois state. (3) Economic Crisis leads social income distribution gap which is initially unfair to be more unfair. (4) War make living of workers worse. (5) Engel Coefficient, Lorenz Curve, Gini Coefficient reflect clearly that Economic Growth and Income Distribution Unfair both exist objectively in the economic society. They appear early than Kuznets"Inverted U-Shape Curve"Hypothesis Theory. (6) This paper points out Kuznets"Inverted U-Shape Curve"Hypothesis Theory is pseudo-scientific. The deletion and choice of the time series in Kuznets'evidence information is a fabrication process. Because the inverted U-shape curve appeared in 1954, Kuznets needed the statistics information of the whole period before 1954 in the capitalist economy development to analyze, but he chose the period of 1854 to 1913, that caused information incomplete. That is his careful planning of forgery. This paper exposes that"Inverted U-Shape Curve" Hypothesis Theory is to cater to the capitalist class. 2, The logic of"Turning Point"on Kuznets Curve is absurd. This paper spend a lot of literatures in listing the ages and the background of Kuznets hypothesis theory, the deletion and choice of the time series in Kuznets'evidence information, his subjective deliberate assumptions, in order to expose his pseudo-scientific approach. The logic that things were bad extremely would turn to the better is his subjective assumptions. Extended to economy and environment, Kuznets'hypothesis theory is more unscientific.The second part is divided into two major issues: 1, In 1991, Gene Grossman, who discovered the long-term relationship between environmental pollution and economic growth which was similar to inverted U-shaped. In 1993, They described the relationship between the Environment and Economic Development with Kuznets Inverted U-Shaped Curve, which is called EKC. 2, Many scholars have verified the EKC. There's much difference in their conclusions. People began to have doubts about the scientific nature of the EKC. He chose the special samples concluding the missing information, short time series, mostly reversible, biodegradable, easy to get attention of the relevant government departments. It shows the large number of false component. 3, The nature of economic is environment. Environment is one of the most important productivity. Improving the quality of the environment and people's livelihood is the people-centered development."Turn point"on EKC is uncertain and idealized in the relationship between economic and environment. To damage environment in the process of economic growth is extremely bad and devastating. There is no sign of Turn Point after Eight Pollution Events and Chernobyl Nuclear Power Plant Accident. EKC followed Kuznets'Inverted U-Shape Curve'Hypothesis, aiming to pursue for the biggest capitalist profit along with economic growth and support"Improve after pollution"."Turn point"is not definite scientific.The third part consists of two major issues: 1, Environmental Kuznets Curve in china is not applicable. Many scholars research showed that Chinese economic development and the environment are not significant EKC relationship. It not necessary to verify whether "Turn Point" on EKC is in China. Today China and other developing countries face energy shortages, water resources constraints, Greenhouse effect, the impact of the international political situation, it has been impossible to follow the old path of industrialization of Western tradition."Improve after pollution"bring many social problems to Western developed countries. We should learn from their lessons. We must not follow the footsteps of developed countries. Do not accept misleading of"Turn Point"on EKC. 2, Some proposals on establishing relations between our country's economy and environment. (1) It has a positive guiding significance to establish new economic theory on the harmonious relationship between economy and environment. The results of research on domestic and foreign scholars, the experiences and lessons of the Western developed countries, the principles and policies of China in dealing with the economy and environment, science planning, exploration and practice in "China Agenda 21", can be risen to the theory, the economics of innovation, guiding harmonious relations between environment and our economy. (2) It is necessary to mobilize the enthusiasm of all sides, balance and coordinate the interests of all parties to ensure a harmonious environment between economic growth and environment. The key is to further maintain the results of treatment, not be able to take"pollution - Governance - pollution - governance - pollution - governance……",which is vicious cycle road, also to mobilize the enthusiasm of all sides on the outcome of the maintenance of environment governance. (3) Through a variety of media and educational institutions, promote vigorously environmental awareness and building the harmonious cultural in economy and the environment, so that the public firmly establish the concept of the value of environmental resources, rational use in a proper way. (4) Do complete environment protection plan and targets effectively, strengthen intensity of environmental protection laws and regulations. Environmental protection work, is day-to-day, small and tedious task that requires painstaking and meticulous and scientific rigour to do so, dynamic management and control on the various indicators. Attention should be paid to environment standards, not mean that there is no pollution. Attention should be paid to: achieve environmental standards, does not mean that there is no pollution. Environment laws and regulations should be really paid attention to and be strictly enforced. (5) We must vigorously develop the environmental protection industry, foster it into a new economic growth pole. Through investigation and analysis, we should introduce foreign advanced technology, equipment and facilities of environment protection. and promote good domestic products, technology and applications of environment protection. Increase scientific research and fund for environmental protection industries, and speed up the development of the environmental protection industry to grow into a new economic growth pole, driving our country's related industries and fields, and even the entire national economic development.
