On Chinese Harmonious Development Of Regional Economy And Policies Choice Of Government Intervene

With China economic development in a high speed, the differences of regional economy is increasing dramatically,which leads to a series of social and economic disharmonious problems. Harmonious development is the connotation of the scientific-developing view. It is also the advancement and sublimation of sustainable development. China has been in a new developed stage in the present time. Building harmonious society is the topic of Chinese social development, while the disharmonious regional economic is the main problem of building such a society. Since the end of 20th century, China has brought up lots of strategically measures, such as Western China Development, Regional Cooperation Revitalize Northeast Old Industrial Base and Rise of Central China. At the same time, building harmonious society has been put forward as an important strategically goal. In this background, the author would discuss how to promote harmonious development of regional economy in the view of regional disequilibrium development, and how to make choices along with the government intervene in the angle of building harmonious development. It has the practical meaning for governmental macro-regulation policy.There are five chapters in this paper. Chapter one is the introduction. In this chapter, the author introduced the background, methods and meanings. Chapter two showed the summary of western regional economic development. In the first place, the author introduced and analyzed the theory of the typical western regional economic development. They were the neoclassicism regional development view of convergence, theory of growth poles, theory of geographical dual economy, theory on one another transmission of regional economy growth, statistical model in inverse"U". Secondly, the author compared and analyzed the advanced theories according to China social economic background in nowadays. Chapter three discussed the main problems of the harmonious regional economy in China. Firstly, the author displayed the statistical data to compare the differences of regional economy vividly. He pointed out that the disharmonious regional economic development in China. Then, the author analyzed the reasons of disharmonious regional economic development. Finally, the author discussed the conflicts caused by disharmonious economy and showed the importance of regional economic harmonious development. Chapter four was empirical study of foreign regional economic development. By learning the experiences and lessons of foreign regional economic practice, the author pointed out the suggestions of regional economic development in China. The fifth chapter analyzed how to make choices along with the government intervene in the angle of building harmonious development. This paper could be summed up three conclusions. Firstly, by compared and analyzed on the western development theory of regional economy, readers could find the regional disequilibrium development is normalcy of regional economic development, and the balanced development is impractical. Economic growth of a country depended on the growth poles, however, the key to resolve the problems on the theory of growth poles and disequilibrium development is the regional intervene policies that how government make them. Secondly, according to the study on Chinese problems of regional economic development, readers could find the imbalance of Chinese regional economic development. Per capita GDP's compare between the richest area and the poorest area is 10:1. Regional economic development showed disharmony, which conflicted with the essence of society. At the same time, the disharmony was disbennifit with the societal stabilization and economic sustainable development. So China needs to promote economic harmonious development. Thirdly, by studying on the development theory of regional economy and combining with the western developed countries` empirical study, the author summarized the advices as follows:①To strengthen relationship between the growth poles and circumjacent circumstance.②To establish Macro-policies of new growth poles and old growth poles'transfer.③To make policy-derivational region interferential policy.④To build"idiocratic growth poles".⑤To make incentive region interferential policy.⑥To set up a special department for harmonize regional economy.China has already been in a new developed period, it does not only emphasize on the balanceable development, but also need to study the non-balanced developed strategy, because the total balanced development is not suitable to China, and the non-balanced development could promote Chinese economy. However, the completed dependant on the market economy's non-balanced development is also unfavorable to the regional economic harmony. The author agrees with the view of Myrdal and Hirschman that the government should intervene in the regional economic development. Chinese harmonious development needs suitable regional intervene policy. Polarization effects promote more growth poles, at the same time, it can promote diffusion effects of growth poles rise by the regional intervene policy. Besides managing the western economic theory, this paper also used contrasted data and foreign examples to carry through empirical research. They are also the innovations of this paper.
