Talent is the primary factor in economic development. Small to an enterprise and large to a country, only a master-class talent, we can really achieve economic takeoff and inspiring. Science and technology talent is an important branch of talent. In such an era of rapid development of science and technology, as the creators, application and disseminators of knowledge, science and technology talent is the decisive factor in science and technology and enterprise development, a concentrated expression of the advanced productive forces, an important pillar of contemporary society progress. The economy is still not developed in Changchun, as well as the mainstay of economic development in Changchun large and medium-sized enterprises, the importance of science and technology talent, it goes without saying. Therefore, how to take certain measures to enhance their attractiveness for science and technology talent, and is related to large and medium-sized enterprises as well as development of the Changchun economic.In practice, however, the science and technology talents of the large and medium-sized enterprises in Changchun and the work of absorbing them exist many problems. In the side of science and technology talents of large and medium-sized enterprises, there are advantages and disadvantages with the talent in, the demand for talented people and distribution of dislocation, talent and the ageing of the fault coexist, and the brain drain and mobile synchronization, and a waste of both manpower shortage and other issues. In the work of absorbing the science and technology talents, there was not enough emphasis on personnel, and the personnel departments bear too much responsibility. Attracted the talents without taking into account the actual situation, seeking blindly pursue high. Paid attention to the pre-qualified personnel qualifications, and neglected lifelong education for talents. Regarded the absorbing work itself highly, and neglected the use of the talents and the protective measures for them. Pay attention to use high salary, materialistic treatment and policies to attract talents, and neglected to use environment, spirit and career to attract talents, and so on.In this paper, the study on large and medium-sized enterprises in Changchun City to absorb the science and technology talents, set off into two sides, main and object of absorb. The main of absorbability include Changchun municipal government and large and medium-sized enterprises, and the object of absorbability is the science and technology talent. The entire absorb work should follow the differences and diversity, practical, systematic and variability of short-term and long-term integration, and institutionalized by combining with the human principles. The entire absorb work can adopt traditional recruitment practices and flexible absorbing measures. At the same time, this paper has given a framework about large and medium-sized enterprises in Changchun City to absorb the science and technology talents, pointed out that in the whole absorbing work, enterprises play a major role, and the government plays a complementary role, and provides support for enterprises, which conducted a series of studies.At the side of the main of absorbability - the government, this paper analyzed the position of the work of government, and pointed out that it had characteristics of strategic, comprehensive and as the model and guide. Second studied the functions of the government on the work of absorbing, including research, policy development, and improving the relevant laws and regulations, and create a sound environment to support and gave timely supervision and inspection.At the side of the main of absorbability - enterprises, this paper studied on the position of the work of enterprises, and pointed out that it had characteristics of timely, society, comprehensive and coordination. And then this paper studied on the functions of the enterprises in the work of absorbing, including constitute rational forecasts and plans of talents demand, organize good invite applications for a job, the establishment of a fair and reasonable performance appraisal system, the establishment of an effective mechanism for salaries and benefits, pay attention to the development of human resources training and career planning, and create attractive corporate culture and create a good working environment.At the side of the object of absorbability - science and technology talents, science and technology talents in the enterprise are engaged in or has the potential to engage in scientific and technological work, and in certain areas have higher skills, reflected stronger professional and capable of creative work, important to the development of the enterprise. Science and technology talents have the appropriate professional expertise and high personal qualities, unique values, and the pursuit of autonomy, full of innovative spirit, a strong character, a spirit of teamwork, the times and nature of the labor process difficult to control, labor results difficult to measure and strong will in mobile features. In this paper, using different technology professionals of different values will be divided into categories survival needs, social needs, respect needs and self-actualization needs of four types, based on this, this paper presents the different types of technology professionals can means to absorb. For the survival needs of science and technology talent, can take means such as reasonable time off work, the improvement of the working environment, provide more generous pay and benefits; for the social needs of science and technology talent, can take means such as encouragement, fair incentives, public opinion, inspire, encourage communication, tolerance, encouragement and love; for the respect needs of science and technology talent, can take means such as performance appraisal, praised, honor, trust, respect, promotion and participation; for the self-realization needs of science and technology talent, can take means such as the design work, training and development and objective incentives.Finally, this paper pointed out the advantages and disadvantages of Changchun city to attract the best talents. Advantages include the policy, good economic development trend, and the industrial structure distinctive features, convenient transportation, infrastructure complete, a better investment environment, a good ecological environment and a more solid scientific and technological strength. Disadvantages include Manufacturing and processing industries lack of enough institutional flexibility, the capability to open up new markets, the scale of export and other cities in the competition to the advantage of the gap between certain cities; small urban scale, poor create foundation, weak service ability, behindhand financial development; the population of the city and the structure of the workforce are not ideal; service industry development lags behind, weak city attraction. And the advantages and disadvantages in attracting the science and technology talents of the large and medium-sized enterprises. Advantages include economies of scale, lower unit costs, strong R&D capabilities, a high level of management, financial strength, market expansion, and a strong ability transnational business, great stability, advanced technology equipment, high brand awareness and social impact power and the ability to withstand risks. Disadvantages include higher management cost, low operational efficiency, slow reaction to the market and higher human resource requirements, and so on. Base on this research, this paper has given some relevant countermeasures for the work of large and medium-sized enterprises in Changchun City to absorb the science and technology talents, including consolidate the economic base of the city, establish a new concept of city management, and prominent city features, innovative image creation of a city, a high degree of talent, and earnestly solve the loss of talents, rational use of talents, and earnestly solve the talents wastage, and be good at cultivating talents, and earnestly solve the fault problems of talents, and to attract retain and develop best talents, and so on.
