In recent years, the economy in our country is developing rapidly. Because of the improving living standards, soaring of the level of consumption, and the accelerated process of urbanization, the housing requirements is in a substantial growth. The price of the houses which is increased year after year causes a seriously derailed to the income level of residents. In order to buy one house, many people spend almost of their savings, so housing is become a difficult problem. Now the government has launched a policy of economic and suitable houses. In the namely, in a much cheaper price to sale the houses than the market price, to meet the demand for 80 percent of the housing needs of medium and low income people. This policy has implemented for ten years and resolved millions of medium and low income people in the housing problems, effectively curbed the housing prices, enabled the people to obtain the true benefits.The development of economic and suitable houses in Beijing is very will, but there also some problems about it,for example the serious non-balanced development trend. This thesis is based on the economic and suitable houses in Beijing, from the perspective of its non-balanced, analyzing it in both the theory and positive. Then the thesis got the level of non-balanced and the reason. In finally, the thesis gave some suggestions and hoped to become a healthy dynamic equilibrium.The thesis first introduced the background and significance of why to choose this title, and the non-equilibrium theory both home and abroad. Secondly, from the housing system at home and abroad, the thesis led to the economic and suitable houses system in our country. Thirdly, the thesis related the development status in Beijing, gave an empirical analysis to the economic and suitable houses in Beijing, came to a balanced level of its non-specific quantitative values, and analyzed the reason of it. Finally, the thesis gave some suggestions and hoped to give a help to the practical.Chapter 1 mainly covered the topics background, significance, research methodology and innovation, and done a literature review to the related areas of research. In the opinion of this thesis, although the economic and suitable houses played a import role in the real estate, and the development still faced some problems, such as imbalance in the supply-demand structure, and the economy housing market macro-control methods. This thesis from the non-equilibrium theory put forwarded a new perspective to the study of Beijing's economic and suitable houses problems, Through literature review, we can believe that it was feasibility and necessity to the use of the non-equilibrium theory.Chapter 2 firstly introduced the characteristics of residents, housing, the residents housing there must be durable, and non-equilibrium. Then through the presentation of the reality of the housing situation, raises existing housing security system and the problems in it. Through analyzing some typical national housing policy in abroad, introducing how the economic and suitable houses develop in our country and the history of it. Finally, on the question, whether to retain the application of economic and suitable houses, this thesis agreed with the retain perspective.Chapter 3 firstly introduced the related policies about the economic and suitable houses in Beijing, the specific requirements and the corresponding application of the crowd, then by data analysis of demand and supply situation, pointed out several issues in exist: Monitoring adverse result of the loss of policy; high prices and sizes out of control; it is difficult to determine the distribution target; fixed distribution of supplies; economic and suitable houses system is not perfect. Finally, by describing the development of the market in-balance, lack of supervision and operating system loopholes to introduce the development of the non-balanced performance.Chapter 4 firstly introduced the concept of non-balanced market and the basic characteristics of it, through the establishment on non-equilibrium econometric model of the Beijing, economic and suitable, quantitatively calculated 1998-2006 Beijing economic and suitable houses, extent of the non-balanced, and the degree of it. Finally, in conclusion, the Government failure is the cause of its non-balanced development.Chapter 5 through the non-equilibrium degree of quantitative analysis about economic and suitable houses in Beijing, the thesis gave some countermeasures and views to solve the problem. Such as controlling the sale's target, construction standards should be practical, reduce development costs, vigorously developing the housing finance, improving the laws and regulations, eliminating rent-seeking.At present, there are a few literatures about the development of economic and suitable houses in our country in the non-equilibrium theory, particular by using the non-equilibrium theory to discuss the operation rules, contradiction between supply and demand, Macro regulation and control. Since the China's market economy is in a transition period, it's economy operation has obvious application the nature of the non-balanced. Through market allocation and macro-control, minimizing the extent of its non-balanced, promoting its dynamic balance. This is both the government's and residents, hope. So, by reference the modern western economics of non-equilibrium theory, focusing on the current situation in China, on the basis of the analysis of the situation on non-equilibrium, discussing the macro-economic control policy, it is very valuable to discuss the economic and suitable houses, both by the theoretical research and empirical analysis. This thesis uses a new theoretical research perspective, the non-equilibrium of the operating characteristics as a main line, analyzes the status and the cause of the problem; applies to the economic development trend of dynamic equilibrium, reduces the contradiction between supply and demand caused by factors of instability. By improving the amending the related policy, make the economic and suitable houses truly play them role, reduce the opportunities of rent-seeking and externalities.
