As an important part of the legal system of WTO, decision-making is directly related to the rights and obligations of its members concerned. It is mainly prescribed in the Marrakesh Agreement and the Understanding on Rules and Procedures Governing the Settlement of Disputes, including the legislative decision-making and the judicial decision-making. Based on the definition and the origin of the decision-making in WTO, the thesis analyzes the problems arising in its practice and tries to find out the solution to the problems and put forward suggestions for the reform of decision-making in WTO.The thesis is divided into three chapters, besides the preface and the conclusion.Chapter 1 introduces the main content of the decision-making in WTO, respective forming process of the legislative decision-making and the judicial decision-making and the reasons for the exercise of consensus in the legislative decision-making and the exercise of reverse consensus in the legislative decision-making.Chapter 2 puts forward the problems resulting from the practice of the decision-making in WTO. The analysis of the problems indicates the deep institutional paradox faced by the decision-making in WTO at present, which is further aggravated by the imbalance between the consensus and the reverse consensus.Chapter 3 points out the ultimate method solving the dilemma of the decision-making in WTO, and suggests several countermeasures to mitigate it.
