| In the global voice of sustainable development, eco-industrial networks such as kaulberg are favored by the government, businessman and academicians because of their special functions on harmonious development on both regional economy and environment. On one hand, members in eco-industrial networks cooperate with each other in the fields of green design, cleaner production, pollution prevention, efficient use of energy; On the other hand, under the current difficulty to reduce production and sale costs, enterprises could achieve competitive advantage though wastes.As Frosch and Gallopoulos said in "Scientific American" that "eco-industrial networks has become an new solution to solve regional environmental problems".Since 1999, with rapid economic growth in resources and international environmental pressure, the Chinese government took the lead in the traditional industrial park for the ecological transformation through out backward technology, poor industrial complementarity type of advanced technology to increase the industry highly complementary to each other categories, and to encourage enterprises by-product exchange, environmental cooperation, and other means to different industries in the industrial park, built between enterprises from industries ecological networks, so as to a resource-saving and environment-friendly society lay the foundation for the building. Nevertheless, in the building of industrial parks and development of ecological network industries in the process and there still are not clear objectives, planning and ineffective non-specific problems, the origin of these problems is not able to effectively organize industries ecological network characteristics and the effectiveness of regional contribution to the sustainable development of relations.In this paper, using the method Empirical Study of the Northeast Industrial Park part of the enterprise to investigate, identify industries ecological effects of the implementation of the network, including the value of value-added, environmental harmony, the system open, flexible networks of the effect of four aspects. The structure - Function - study on sustainable development framework, the paper further research on industrial ecological network of regional sustainable development mechanism, as well as the impact of the size and thus made the promotion of ecological network management of China's industry policy proposals. |
