The analysis of the correlation between a government and the international trade market exploitation in this paper contributes to answering the questions of which role the government plays in exploiting the international trade market, what it does, as well as how it does under the perfect market mechanism. The first part is an introduction in which the purpose and significance of the choice of this topic are presented, based on the current, rapid development of China's international trade volumes; the second part attaches much importance to the clarification of the contents discussed and that of the similar or related definitions such as international trade and international trade market, market exploitation and market regulation, etc.; the third part mainly analyzes the reasons why a government intervenes in exploiting the international trade market, and studies the correlation and roles between government and enterprises, between government and industry associations, between the central government and the local ones to shed lights on the specific functions of a government; the forth one demonstrates the history of China's participation in exploiting the international market, analyzes the existing problems as well as makes some proposals; the last is a conclusion in which the significance of analyzing the role of a government is reviewed. The creativity of this research maybe lies in the separation of market exploitation from international trade and market, and in the systematic analysis of a government's role and functions in some specific fields, in order to settle the problems of the self-regulatory market activities and the government intervention in the process of market exploitation. The weakness of this research apparently lies in the immature analyze of existing problems as well as proposals and other imprecision which are caused by the lack of knowledge and experience.
