The study regards the problem of salary-default of peasant-workers as a special social problem. It collects materials by document, questionnaire survey and interview and uses the relevant theories of sociology (social problems, anomy theory) to discuss this problem. It describes current situation and characteristics of salary-default of peasant-workers, examines social system factors of salary-default of peasant-workers and poses foreign successful experiences to solve this problem. At last, the study analyzes the relation of institutional factors with salary-default of peasant-workers by anomy theory.The study discovers that the social systems (law systems, economic systems, governmental control) and some trade systems result in the problem of salary-default of peasant-workers. It comes to a main conclusion that the deep reasons of this problem is from the institutional anomy in changing time by anomy theory.To sum up, the author tries to explain this problem from new view. It also supplements relevant research and puts forward some effective suggestions to solve the problem of salary-default of peasant-workers.
