With the growing size of the power system and the implementation of the power market reform in China, separating power plants from power network becomes imperative and power plants must submit their price curves to the trading center and then bid for load. In the new model of power market, the load in the next day is dispatched by the trading center. To the hydropower plant, how to fulfill the units commitments and economic dispatch according to the assigned load and reduce the power price is a crucial topic,which needs to be solved to facilitate the operation of hydropower plants.Here new problems under the power market are introduced, especially for the hydropower plants. Several optimization algorithms, both traditional and modern intelligent ones, are interpreted briefly. Basic principles, advantages and improvements of PSO algorithm are explained elaborately. Then a model of hydropower plant is built and an improved BPSO algorithm is adopted to solve it. Some specific strategies are proposed to enhance the ability of searching the optimal solution.The proposed new approach was applied to hydropower plant at Yunnan province. Based on the simulation platform, solutions are acquired and results analysis is also given out.
