Set aside economic growth, my study starts from the existing developmental ideas of Beijing on how to optimize the structure of fiscal expenditure to adapt to new ideas, new goals. In order to study better the city's financial expenditure structure, we classified the structure of financial expenditure by function locked in the classification on the basis of financial expenditure will be divided into economic construction costs, social cultural and educational fees, defense spending, and other administrative expenses expenditures. the long-period stability and undertake of the financial function is mainly taken into account in this classification, which facilitate long-term research and analysis.In order to conduct a comprehensive and systematic study on the structure of financial expenditure of Beijing, the paper analyses the evolution process of Beijing financial expenditure structure from multi-angle such as vertical, horizontal.
