Research On Management Mode Of Our Govermental Investing Programs

In recent years, our country has spent more and more money on investing programs. In order to adapt to the demand of market development, the government has done a series of reforms in the fields of investing construction. For example, strongly promote the construction procedure of the basic construction programs, program bid system, program superintendency system and program body corporate system etc. Although the governmental decision-making organizations of all levels and scholars has done lots of research on how to increase the efficiency and effects of governmental investing programs, some annoying situations now haven't been changed thoroughly. The working efficiency of governmental programs is low and the management level is not high. Besides, it's easy to cause corruption.Strengthening the management of governmental investing programs is the need of investing main body's change. As the society develops, our investing main body presents diversified. The percentage of our governmental investing programs decreases annually. However, according to the absolute figure of the investing, the total number of the programs increases instead of decreasing. The government is the organization of managing social affairs for their people. The governmental investing fund comes from the money of taxpayers. At present, the management level of the investing programs isn't consistent with the demand of society development. How to use the construction fund correctly and effectively, how to improve the management level of the governmental investing programs, and how to make the most of taxpayer's money and make investing programs'benefit maximum, all these problems make higher demands for the management of governmental programs.This research is done from the aspect of the management mode reform of governmental investing programs. Combined with the theoretical knowledge of program management, this thesis reviews the development progress of governmental investing projects management as well as their advantages and limitations. In addition, the typical management modes and quite effective ones at home and abroad have been compared and analyzed. The management modes that adapt to our current governmental investing programs has been put forward in this transitional period (marketing level is not high). That is, investment, construction, management and use should be truly divided instead of mixing them in the past. Besides, the management way with the basic characteristics of temporary, decentralization and self-support should be replaced with centralized management by professional management organizations. Perfect measures are given to deal with the current problems. In order to better manage the governmental projects and set up a new efficient economical and fair government, decision-making advice is offered.
