A Research On The Rural Community Joint-Stock System

With the acceleration of industrialization and urbanization in China, the Rural Community Joint-stock System Reform is another profound change in rural economic system following the household contract responsibility system. Setting up the Rural Community Joint-stock System comprising of cooperation and joint-stock system fits for market economy development and also is inevitable for county collective economy.As comparative wealthy rural area among Yangtze River delta, Xinbei district of Changzhou city started to develop the Rural Community Joint-stock System Reform (hereinafter names the reform) since 2005 and achieved primary progress. However, acting as a new try in reform practice the reform suffered some issues. This context intends to clear the concept, background, and pass of the reform after doing research to the practice result of the reform, to clear the content, developing step and mode in order to positively explore the countermeasure to consummate and develop the reform. And would like to bring out new thoughts for those wealthy areas where the reform developed.This context consists of six parts: Part 1 Introduction, which describes the background and meaning for the reform with some idea, related articles and research methods. Part 2 Background and developing steps of the reform, which narrates the background of the reform and the main three steps during developing the reform. Part 3 Content and mode of the reform, which narrates the basic content, tache and three typical modes. Part 4. Current status of the reform. This describes the general situation in Xinbei district together with some items of the reform such like cause, main tache, structure, actual results and compare to the three typical modes. Part 5.Problems facing to the reform in practice. Main problems as the different thoughts to the reform, the closed characteristic of the stake is contradictory to its openness requirement, and the welfare stock earnings are not symmetrical to its responsibility. The dual function of the joint-stock organization can't reflect the separation of government and the community. There is no formal plan in law and policy to the reform. Part 6: thinking to the reform. This mainly describes three countermeasure suggestions. First, stepping up publicity in the process of steadily progress the system, and the other is innovating and improving the system in the process of standardized development, with a standardized corporate transformation of the joint-stock economic organizations in rural community; Third, Speeding up the legislation, in the process of actively support the system.
