Research On The Expenditure Performance Of Hunan Comprehensive Agricultural Development Funds

China is a country whose agriculture plays a very important part in country-economy. And comprehensive exploitation of agriculture is an important part of our rural economics and agriculture. It is a decision-making of the State Department to enhance agriculture, and it is an efficient approach to improve the comprehensive throughput and construct socialist new-country. So, agriculture comprehensive exploitation is important. Since 1988, it has been put into practice, and a series of accomplishment have been achieved. But with consummation of socialist market-economy system, the foundation of commonality finance system and request of constructing socialist new-country, there are some problems in capital management system .How to improve the efficiency in the limited scale of the comprehensive agricultural development funds has become a problem today.From the angle of the allocation of resources and resources spending, the effectiveness of financial expenditure includes the effectiveness of financial expenditure in allocation and effectiveness of financial expenditure in consumption. The whole ruining process of the comprehensive agricultural development funds have been observed in Hunan Province, China. Based on the standardized analysis, systems analysis, empirical analysis, this paper introduced some related concepts, focused on the comprehensive agricultural development funds'allocation effectiveness and consumption effectiveness in Hunan and explained some reasons for the shorting of the funds'expenditure.In order to increase the comprehensive agricultural development funds'running efficiency in Hunan Province, the policy suggestions put forward in this paper were given as following: guaranteed funding mechanism to ensure that the projects can be smoothly developed, such as get more central finance, increase financial input in the provincial, city and county should finish the matching funds, mobilize the initiative peasants'financing investment, diversified investment; regulate the capital operating mechanism, strengthen the project management, such as establish a systematic project planning and financial support mechanism, establish a scientific and rational allocation of project funding mechanisms, establish the funds running the risk of early warning and preventive mechanisms; perfect the supervision mechanism and strengthen fund internal constraints and external monitoring project, such as implement the system, project inspection system and establish the demonstration projects focused on tracking regulatory mechanism, establish a comprehensive inspection and supervision of funds for agricultural system. Finally it is proposed to set up performance evaluation mechanism for funding, reasonable incentive and restraint use of funds, and try to build a evaluation index system to examine the expenditure performance of comprehensive agricultural development funds...
