Research On The Performance Evaluation System For Financial Expenditure On Rural Compulsory Education

Domestic and international practice shows that fiscal policy is an essential instrument to promote the transformation of the mode of economic growth. Keynesian macroeconomic theory, market failure and economic function of public finance provide theoretical basis for fiscal policy's intervention for the transformation of the mode of economic growth. At the same time, the inherent requirement for the transformation of the mode of economic growth to fiscal policy has provided space for fiscal policy to promote the transformation of the mode of economic growth.According to the measure for the transformation of the mode of economic growth in Hunan, it can be found that the mode of economic growth is unhealthy,and the mode of Hunan economic growth depends on the input of physical capital and labor too much, the mode of economic growth is unhealthy. As a result, the mode of Hunan economic growth is high input, high consumption, high emission, lack of coordination, difficult cycle, and low efficiency.According to analysis and comparison of several typical countries'fiscal policy promoting the transformation of the mode of economic growth, we have found that in order to better promote the transformation of the mode of economic growth, fiscal policy has to adjust intervention from adjusting the industrial structure, promoting innovation, developing cycle economy, improving foreign investment utilization, and so on.In connection with Hunan's actual situation, fiscal policy can better promote the transformation of the mode of economic growth in Hunan only when it takes the scientific concept of development as the guidance, sustainable development as the goal, building a harmonious society as the final purpose, and is committed to fiscal policy innovation and the adjustment and optimization of Hunan industrial structure, supports enterprises's independent innovation, vigorously develops cycle economy and high-tech park, and builds a new road of industrialization with the characteristic of Hunan province.
