The Urban Rail Transit in our country has developed profoundly in recent years. In the 15 cities which were allowed to construct the 6490.8km urban rail transit will be built, the investment scale reaches 2000 billion. At the same time, other cities also demand to construct the urban rail transit. Such an immense investment is an important affair that can influence the national economy and the people's livelihood. We must face, research and solve the problem about how to control the construction cost, use the investment rationally and make the urban rail transit develop healthily and sustained. For the above-mentioned purpose, 1 make the city as the main part that endures the construction cost, make the construction cost as a whole control system, divide, control this system and put forward the specific control method in every period, and put forward the whole control process and the graph of the control system.In my paper I analyze and research every kind of factors that influence every period construction investment; the component part of the construction investment in every period; I put forward specific measure that can control and change it to the correct direction; I suggest the part of the construction cost controlled to promote controlling next process cost, in order to control the whole scope cost number more than the accumulate of every process controlling cost; I get some ideas of scientific programs, the new financing model and clarifies the rate of the mechanical equipment made in China. We can control the construction cost through controlling the whole system.The methods that I have used in my paper include statistics, investigating in the scene, analysis, comprehensiveness, observation and so on.
