The goal that the nation establishes basic old-age insurance is to make the senior survive and realize the social fairness and justice; the goal that the nation carries out socialist market economy is to create fair competition environment for enterprises and the social mechanism of efficient disposition of labor force. Based on this, the discussion on unified basic old-age insurance planning has the very important theoretical and practical significance.This paper firstly reviews the development phase of unified basic old-age insurance planning. from the historical development, practical performance and fundamental research angle of view, it has made the hypothesis of the unified planning fund scope clear: Social pooling account and the non-substantial individual account fund; Secondly, the paper defines theoretically the meaning of unified basic old-age insurance planning, searching for the theoretical basis of unified planning: public product attributes of the basic old-age insurance, the economic theory of " major principle" and the political theory of "national identity". Then the paper analyses the problems of present unified planning system, including the problems of the low-level unified planning and the provincial level unified planning. Using system rule-Strategic behavior analysis and quantitative analysis methods, to inquire the obstacle factors from the provincial level to the national level, the system not only focus on the institutional policy issues, but also focus on the implementation of the strategy; the two combined together constitute the existing obstacles. Finally, this paper introduces and reviews some basic experiences in management responsibility distribution of the old-age insurance of the developed countries, furthermore, UN's unified planning of old-age insurance, and the East and West Germany unified social insurance system have also been mentioned. besides seeking the possible conditions of the unified planning from the provincial level to the national level, creating certain conditions, clearing the need to settle the three issues, analyzing the possibility of unified basic old-age insurance planning at the national level are also our task in order to construct the long-term mechanism of the unified basic old-age insurance at the national level.This study concludes that: The unified planning at provincial level is still a separate form of the old-age insurance system; The unified planning at the national level for basic old-age insurance is imperative; Taking full advantages of the conditions existed, creating certain transitional conditions, the unified basic old-age insurance planning at national level will gradually come into being.
