Tourism is an increasing phenomenon in developing countries. As such, it affects the livelihoods of many of the world's 'poor'. However, to date, its potential for poverty reduction has been insufficiently recognised and exploited by developing country governments and development assistance agencies. Although tourism has been viewed as a mechanism for delivering on poverty reduction in some aresa, the linkages between tourism businesses and poor people is weak.In this case, This paper try to research this problem as examples of Gaoguan waterfall, black river forest-beat, Huashan mountain resorts. This paper applies the apporach of development economics and tourism to investigation and study and draws conclusion.There are three parts in the study.The first part include chapter 1 and chapter 2 showing the significance of the study, the background of study, the domestic and international relative research outcomes, some basic informations of three resorts in Shaanxi Province.The second part include chapter 3 to chapter 5. Chapter 3 analyzes the effect of tourism based poverty elimination in three resorts in Shaanxi Province and the key influencing factors of tourism based poverty elimination. Chapter 4 uses the method of experience study to analyze the proportional income growth of the poor and their willing to partcipate in tourism. Chapter 5 gives some advices to make sure tourism based poverty elimination results in increased net benefits for poor people.The third part is conclusion of this paper, which summarizes the contents of this study, points out the shortcoming of the study, and then prospects the further research in the future.
