CHP has many functions, for instance, the change of thermal modes of supply brings about the full use of energy. In order to meet the growing needs of the heat load in Qingdao City, Huadian Qingdao Power Corporation has dismantled the older power plant and constructed the 2×600MW-class heating units, it has the nature of "big pressure on the small" and a expansion project. Therefore, based on the result of the expansion of the project, we use fuzzy math theory to quantitative the economic impact of quantitative factors by the establishment of heating unit expansion project of the economic impact of the multi-level fuzzy comprehensive evaluation model. The expansion project can be researched comprehensively and quantitatively. In this paper, we use Fuzzy-AHP comprehensive assessment method to practice non-dimensional data processing firstly, and determine levels of weight by AHP, and then use fuzzy comprehensive assessment methods to study the economic evaluation factors of the expansion projects.
