CK Company has a history of more than 50 years. So far, CK Company is the biggest manufacturing base for railway passenger car, high speed trainsets and mass transit vehicles. As far as the sales are concerned, due to the particularity of the product itself, CK has only a few end users in domestic. The product must be designed according to the end user's demands and manufactured according to the order. As far as management is concerned, CK Company has a very mature managing system, which has been running stably for tens of years.Since 1998, the Company caught trouble in many managing problems during the implementing of the export contract. The existing managing system which is established on the base of serving for domestic customers can not meet the demand for export contract. Because, firstly, compared with the domestic contract, more managing procedures are added during the implementing of the export contract. Secondly, even for the same procedure, the detailed tasks are different also. Currently, the technical lever of CK's products can fully meet the demand of most countries and the international demand is quite great. It can be foreseen that in the very near future, CK will get more and more export contract. In this case, it is very important to solve the existing managing problem incurred due to the export contracts as soon as possible.For it is impossible to change the Company's managing system thoroughly, the realistic solution is to establish a new department, viz the project managing department. It is quite necessary to treat each exporting contract as a project and solve the existing problems utilizing the theory and methods of project management. The most import aspects are planning and controlling. The second part of this article is a part for theory introduction and analysis. The author elaborated briefly the five basic managing functions, viz planning, organizing, commanding, coordinating and controlling and introduced the basic theory and method of project management. The author also gave a general introduction on the hierarchy of need theory, ERG theory, two-factor theory, the expectancy theory and equity theory etc.In the third part, the author gave a brief introduction to the existing situation on the export projects. To finalizing an export project, a serials of procedures of tendering, confirming of technical and commercial conditions, signing of contract and contract effectiveness, schematic design and detail design, manufacturing of prototype and type test, mass production, training, inspecting, packing and delivering, taking over and final inspection. All these procedures have its fixed sequence and interaction. Only after making detailed plan according to each concrete task in each procedure and apply effective control on it, can the project be carried out smoothly. So the solution is to establish a project management department, which is responsible for making general and detailed plan and dispensing to all the related departments. The project management department should also be responsible for controlling and adjusting according to real situation during the implementing of the project.In the forth part, the author discussed certain detailed plan, including general plan, design liaison and training plan, production and testing plan, packaging and delivering plan, quality control plan, human resource plan and financing and payment plan. Certain exercisable methods were put forward. The design liaison and training plan ensures the completing of design work in the specific duration, which is the precondition for delivering on time. Production and testing plan is a normal plan, which is also the base for ensuring the delivering schedule. The importance of packaging and delivering plan is that it can not only ensure the delivering schedule according to the contract, but also ensure the safety during the transportation and decrease the cost of the project. Quality control plan works throughout the complete project and plays a very important role. Financing and payment plan can ensure the providing of capital during the implementing of project and decrease the total costs at the same time. Human resource plan can ensure the providing of special personnel in different stage of the project. At the same time, the plan pays a special attention to the motivating of project manager and help to encourage the project manager's enthusiasm.In the last part, the author discussed certain important controlling on design, quality, testing, purchasing, packaging and delivering during the executing of the project. The importance of design controlling is that it can not only ensure the design period, but also help to choose the reasonable design, control the design cost, so as to decrease the complete project costs. Production, quality and test controlling can ensure the production schedule and deliver schedule. At the same time, it can ensure the quality to comply with contract specifications entirely. Purchasing control is quite importance. It can not only ensure the production and deliver schedule, but also decrease the project costs. Packaging and delivering control can ensure both the delivery schedule, safety of goods and total project costs.There should be no doubt that the newly-established project managing department will solve the existing managing problems occurred during the implementing of export contract effectively. Anyhow, argument will still keep on if this department will exist as a solely department permanently.
