Study On The New Type Service Industry Development Of Northeast China

After World War II, new types of service industry in developed countries had presented a continuous growth. Till the early 1960s, the economic focus of most developed countries had began to shift towards the service industries, Industrial structure showed the general trend of transition from"industrial-based economy"to"service-oriented economy". But in China, they developed relatively late and at a low level. As for the northeast region of China, we had a relatively backward status, the application of science and information technology were quite superficial, so various problems of developing this new service industry gradually showed up, mainly as misunderstandings of service, outdated concepts, lack of government policies aimed at the development of new services industries, the structure problems between services industries and the primary industry and the second industry, investment insufficiency for developing the new service industry, and so on. In this paper, the practical status and the develop basis of the new service development of northeast region have been described, and proposals for accelerating the development of the new service industry have been made. The whole text is divided into five sections to discuss.The first section elucidates the significance of the chosen topic from the theoretical and practical aspects and simply describes the researching ideas of the thesis, the researching methods which combine theory and practice, static and dynamic research, the research methods of comparative analysis. Focus on the summary of the advance of the Services, the development of the Services theory in our country. The theoretical study is the basis of practical study; therefore the theory of the service industry is the core content of this part.The second section is for analyzing the new service industrial connotation, clarifying the meaning of new services industry, analyzing the notable features of the new service industry itself, by comparing the new and traditional service industries. I think that grasping the characteristics of the new service industry is the basis for researching the development of it, so detailed analysis has been done on these characteristics.The third section outlines the developed countries'developing status of new service industry, from six aspects of the service industry; such as its output growth in the proportion, investment growth, growth in value added services, employment opportunities growth, the speed up of the services technological innovation, services standardization; and takes New York's new services development as an example as well. It also briefly introduces the overall situation of the new services development in developing countries. Then it analyzes Chinese status quo of the development of new service industry from three facets, including the total of services, the added value of services, integration of the new industry and new service industry in the industry chain. Simply compares the development of Chinese and international new service industry, starting from the services added value and services for creating jobs. Lastly focuses on the analysis of the core content of this part, the new service industry development status of the northeast region, outlined from the three aspects of services output ratio, added value and the regional integration within the industry. Further compares it with the developed areas in the interior. Lists the prominent issues of the northeast industrial development of the new service industry with a large portion, as: (1) misunderstandings of services, outdated concepts, (2) lack of government policies aimed at the development of new service industry, (3) the structure problems between services industries and the primary industry and the second industry, (4) investment insufficiency for developing the new service industry.Section four mainly demonstrates the basis for developing the new service industry in the northeast region, considering the internal structure of the service industry, the service industry supply and demand factors, regional factors. The focus is analyzing the impact on the northeast new service industrial development from the regional factors, including the level of economic development, the market economy system and the division of labor markets, natural resources, level of industrialization, urbanization, as well as the external factors and environment.The fifth section put forward a number of policy recommendations to solve the development issues of Northeast new service industry. Among them, highlighted the relevant policies which government should come to, coordinating the relationship between the new service industry and the Northeast agriculture and industry and bringing the cluster strategy of the new service industry into full play; increase investments in the multiple channels such as capital, talent, science and technology, to enhance the development stamina of new service industry.According to the preceding analysis, developing the new service industry conforms to the situation of the Northeast provinces. The in- depth study of the development of northeast new service industry could significantly promote the development of the national new service industry and change the situation that the service industrial development relatively lagging behind to the national economy growth.
