Rational and effective certification system has a vital role for the coordination of social conflicts of interest, standardizing the market economic order, and has a direct impact on the value of the certification activities and social effects, particularly with regard to the choice of types of authentication and certification mode of identification. About the certification type, the development of international product certification mainly has gone through three phases, namely, voluntary certification, mandatory and voluntary coexistence, as well as voluntary-oriented etc. At present, our country mainly implemented the integrating system of mandatory certification and voluntary certification. In the choice and implementation of certification mode, since the 1970s, in order to adapt to the development of product quality certification, especially for providing advice and guidance for the products quality certification activities of developing countries, the International Organization for Standardization products summed up eight kinds of product quality certification model. How to choose the product certification type and certification model has become urgent practical problems.We have done some research on decision-making principles and methods of product certification type and certification mode with this question in mind. First of all, four principles for decision-making of product certification type and mode were presented in this paper: Based on the national interests of the confrontation-oriented principle, based on product attributes risk-oriented, based on the accident-oriented and based on technology and industries. Secondly, Failure mode and Effects Analysis ( FMEA) was used in this paper to analyze the products'risks after an additional dimension for FMEA. Again, in view of the five factors of greater risk of the products, using MATLAB neural network toolbox (NNT), established BP neural network model of Product Certification type selection, and studied the practical application of the input layer and output layer design, a few layers of hidden layer neurons and the number of confirmed and MATLAB programming process deeply, and the results of the forecast and actual values were compared and analyzed. Finally, this paper explored the choice of product certification model.Research shows that the establishment of the BP neural network model is reasonable, reliable. For product certification model, whether it is AHP for a fixed choice, or counting experts method to choose the model portfolio have made a good empirical results.
