The solution to "Three Agriculture" Problem and promotions of additional income for the cultivators will surely act as the inevitable requests for varioussections in our society,—to speed up agriculture and countryside development;to maintain the national economy's harmonious and healthy development continually; to realize the grand goal of "building a well-to-do society in the whole society" as well as to maintain social stability and national long-term peace. "First Document" from the central government stressed that, the state, in which cultivators' income keeps at a comparatively lower level, affects not only enhancement of farmers' living standard, but production and supplies agricultural product; not only restrict the development rural economy, but the growth of entire national economy; not only mean a lot to countryside social progress in countryside, but to the realization of the goal "building a well-to-do society in the whole society " ; not only means a vital economic problem, but also a significant political issue.In order to reduce the income gap between the citizens and countryside inhabitants and promote social harmony, the policy "Supporting Agriculture with Financial Means" has been waiting for further perfection in aspects like total quantity, structure, system, methods and so on. We can make it clear both from the angles of the reality and the development. The government should practically undertake the responsibility which should be taken to fundamentally adjust the assignment pattern of national income, to deepen the reforms for the supply system of public products in countryside nowadays, to construct the new supply system. So the policy of "gives, little takes, releases from unnecessary constraints" should be implemented further by financial departments. Through the means of changes for the method of "supporting agriculture" and enhancement of financial fund management, we can really make the public finance to play an important role in promoting the additional income for the cultivators.on the basis of this, this article has made thorough and systematical analysis by taking those elementary theories of public financial as the direction, taking the Dezhou city as the example, simultaneously as well as benefiting from the international experience, the combination of theory and practice,the relationship and relevant functions and suggestions between the public finance and farmers' additional income . The paper mainly consists of four parts as follows:Firstly, Introduction of some basic contents and principles in public finance will be made. The first part will surely acts as the basic stage for the following chapters.Then, take De Zhou city as the example, make analysis on the present situation of additional income for the farmers, propose the necessity of solving the problem as well as detailed study on various conditional factors for the farmers' additional income.Thirdly, those measures and experience of public financial policy that being taken in promoting additional income for cultivators will be explained in a certain way.Last, from the point of public finance, by taking all the factors, like the problems of additional income for farmers in the current stage in Dezhou city and all those experience both from the domestic and overseas , into the consideration, some practical and feasible countermeasures which can be used to improve the farmers' income have been put forward . All those measures can be hoped to supply some beneficial proposals for the building-up of "Socialist New Countryside".Innovation points in this article:1) Further study, which being on the basis of the public financial theory and public economics, has been given systematically on the additional problem for the cultivators from the angle of public finance. 2) Take the Dezhou city as the example, by taking all the cases like the situations of additional income for farmers and the practice of agricultural development into consideration, we can find that public finance has been really playing an important role in the promotion of cultivators' additional income.3) Through the analysis and proofing, some practical and feasible countermeasures have been put forward for displaying the functions of public finance and improving farmers' incomes.
