As the trend of globalization and free trade has been moving fast forward, the competition among countries is not only expressing in the enterprises and products but also the ability of managing its government. In recent years, most countries around world have started to build their own E-government online, which to improve its effectiveness. In china, the establishment of E-port online is one of the most important E-government issues. Since 1988, our E-port has showed its great effectiveness in china, especially on the export section of fraud.In order to improve the environment of our local port, since 2003, we have started to build our local E-port online all over china, and there is a big improvement along the coast cities. However, our local E-port system is only at its starting point, and also has some weaknesses. The main weaknesses are as lack of total establishment attitude, lack of reasonable organized framework and lack of total system controlling.This article proposes some main basic issues about E-system, such as E-government, E-gov, E-business, framework organizing and designing. According to the weaknesses of local E-port online system, it will propose the issue which to build "fictitious city" model for local E-port system and how it will enhance the local E-port system. This model discusses the major development issues on the establishment and enhancement of E-port. In conclusion, the problems during building the E-port system will be analyzed and hopefully this would contribute some effort to enhance our local E-port online systems.The writing methodology of this article is based on discussing the basic theories and problems first, which will analyze and solve the problem in the later part. The article discusses the net relationship among E-government, E-business and clients based on the game theory. The "fictitious city" model issue belongs to the author.
