Study On The State-owned Capital Budget Management System

The establishment of state-owned capital conducted budget that adapts to the socialism market economy systems, is an important contents in our country. Turning the state-owned property management system reform deeply, is also an important means that pushes forward the government-owned economy layout and structures adjustment. As the important part of the state-owned property authorization management system, state-owned property of everyplace management section all adopts the work in different way. The contents that conduct the budget system to the state-owned capital and set up to carry on the research, contribute to the summary experience, put forward the frame opinion and thinking for establishing scientific and reasonable state-owned capital conducted budget management system in our city, provide the theories foundation and the work leading for establishing scientific and reasonable state-owned capital conducted budget management system in place of our city, have the very important means to take the relations in order between the management section of state-owned property and the enterprises of the state-owned property, perfect system of managing and inspecting and circulating the state-owned property.This dissertation is total separately six chapter, mainly take the policy and decision of central CCP , and relevant law or regulation such as《Company Law》,《the Budget Law》,《State-owned Property of Enterprise Managing and Inspecting Temporary Regulation》as the basis. The dissertation discuss the legitimacy and sciences of organizing state-owned capital conducted budget from the aspect of evolution of theories and fulfillments of state-owned capital budget in China, the necessity and possibilities of founding state-owned capital conduct budget management system, the connotation bound and function of state-owned capital conduct budget. Also it make deep research in the necessity of organizing, the constitution of budget income and expenditure, the main body that organizes the state-owned capital conducted budget. Carrying on the system research to the structure of the state-owned capital conducted budget management system, it make the overall but thorough thinking, put forward the more complete way of thinking, including the contents of responsibility demarcation, organization system, income and expenditure system, risk control system, information system and security system etc. Making use of the public policy analytical theories and methods, it puts forward assumption of carrying out policy, including the link of the policy preparation, organization preparation, system preparation, start-up measure, correspond and supervision, policy experiment, overall implement etc.. Taking this as guide, it gradually carry out the work of making the state-owned capital conducted budget within the scope of the business enterprises of state-owned capital, control the conducting circumstance of the state-owned capital, enhance the supervision to the use of state-owned capital income, execute macro adjustment to the investment plan and the reform plan of the state-owned enterprise.
